Security Issues in August 2012

We have had a very productive month in terms of Security.  The BCID management are happy to report that the Sector 3 Security Forum will meet with the Station Commander of the Mfuleni Police Station to discuss SAPS Service delivery.  We still ask that you please report all crime as all crime within the business area is not being reported, we need the Police stats to reflect what is happening on the ground within the Blackheath area.

The Law Enforcement’s Metal Theft Unit in partnership with ST3 is still doing regular visits to all second hand dealers in the area and in Happy Valley.   Law Enforcement is present regularly in the area and are of great assistance to the BCID Management.  Traffic services have carried out regular VCP’s in the area doing general check-ups of licences, roadworthy and licence discs and we thank them for their support as well.  The number of insecure properties has stabilized and we urge all to secure their properties and not make themselves a victim of burglaries and theft.  If you need any help in this manner please contact Adolf Bezuidenhout of ST3 Security (021-905 3399) for assistance.

Issues of illegal dumping have increased in the area.  We request all business owners in the area to please assist us in apprehending the culprits.  You can put a stop to illegal dumping by contacting ST3 Security in the event of dumping occurring.  Call 021-905 3399 or 086 000 2243 to report any related incidents or take a photo of the suspects with a number plate in the image and provide it to ST3 Security.  If you see illegal dumping in the area please contact our office on 021 905 0929 to arrange to get the dumping removed.

September 1 is the Registration Deadline for Western Cape Service Providers

Current Service Providers that have not re-registered on the Western Cape Government’s Supplier Database are requested to do so by 1 September 2012. Suppliers that are not duly registered by this date will not be able to do business with the Western Cape Government from 1 September 2012.

In order to stream-line the process of awarding tenders, prevent any corruption, ensure that providers are tax compliant and adhere to new broad-based black economic empowerment requirements, in November 2011 the Western Cape Provincial Treasury embarked on a process of updating and revamping the province’s Supplier Database. All businesses that were registered on the Supplier Database were requested to re-register by 1 April 2012.

Despite repeated calls via various avenues and extensions of deadlines, of the targeted 9000 suppliers only 5000 have duly re-registered and 1000 are currently semi-registered.

To ensure that all suppliers were aware and informed of this requirement the Western Cape Government undertook workshops in the Central Karoo, Eden, Overberg, West Coast and the Cape Town Metro to inform service providers of this decision and to discuss BBBEE requirements.

In addition, radio and print adverts were placed in various radio stations and newspapers to inform suppliers of the new requirements. Brochures and leaflets were also distributed to all Suppliers and the requirement included in Bid Documents.

In March 2012, Western Cape Departments indicated that there was a slow response from suppliers who had not taken the necessary steps to adhere to the 1 April 2012 deadline. To allow suppliers a further chance to reregister, we extended the deadline to 1 July 2012. Two teams were established to follow up with the supplier registration process, one directly with the Provincial Treasury Department and the other one situated at the Ariba offices, the service provider in charge of managing the Supplier Database.

A core group within the Provincial Treasury was established to work through the list of suspended suppliers and semi completed registrations in order to resolve these matters. This core group forwarded letters and emails to all suppliers requesting them to provide the outstanding mandatory documentation immediately in order to expedite their registration. Suppliers were also contacted telephonically to inform them of outstanding mandatory documentation in order to complete the registration process.

The deadline was further extended to 1 September 2012.

Interested Suppliers are called upon to contact the Western Cape Supplier Database Helpdesk on: 0861 225-577 or 021 680-4666 / supplierdatabase@ariba.com to update their profiles if suspended or apply for new registration by 1 September 2012.

More good news regarding road repairs!

Thanks to the on-going efforts of the BCID management The City of Cape Town has resurfaced the entrances to Metal Road and Heath Circle.  We are very grateful of this as there were several potholes at these entrance.

Road resurfacing underway

Thanks to the efforts of the Blackheath City Improvement District (BCID) Management, the City of Cape Town is busy resurfacing Van Riebeeck  / Strand Road along our Eastern boundary from Stellenbosch Arterial to the Eerste River Station.

 

 

 

 

 

 

The tender was awarded to Civils 2000 and work on the road will be on-going until the end of January 2013. They are currently removing the old tar. Some of the removed soil will be used as the base for the new road after about 3% cement is added.

 

 

 

 

 

 

They hope to complete the preparation of the base of the entire road by the end of October 2012 and will then start with the finer 13mm tarmac that is more suited to be laid during the warmer weather in the Summer Season.

Projects Update – June 2012

Happy Valley Housing Development

ASLA has been delayed by a few days due to all the rain fall during this month but we are happy to report that they are moving along quickly. The Housing Department has started with the first houses of phase one as you can see in pictures below.

 

 

 

 

 

 

Home Choice Development

Home Choice is currently busy preparing their site in School Road to build a new warehouse and offices. The preparation of the site will continue for another two to three weeks. The building works will be carried out by NMC (Neil Muller Construction). We will keep you up to date with this development as it progresses.
