General Valuation Roll 2012

The City of Cape Town has produced the General Valuation Roll 2012 (GV 2012) in terms of the Local Government:  Municipal Property Rates Act (Act 6 of 2004), national legislation that governs the valuation of properties.

The GV 2012 was signed off by the Municipal Valuer on 31 January 2013 and handed to the City manager.

There are 815 676 properties on the GV 2012 roll with a total value of R913 billion. This is an approximate increase of about 13% over the total value of the General Valuation in 2009. The number of properties has increased by 39 925 since 2009.

The GV 2012 has a valuation date of 1 July 2012, meaning that the properties are valued at the market rate on that date. Property rates based on the GV 2012 valuations will be billed from 1 July 2013.

BCID News – January 2013

Let me start by wishing you and yours a prosperous and joyous 2013 that sees an upturn in the economy of the Republic of South Africa and an improvement in World Markets in general.

Visit by the Premier of the Western Cape: Helen Zille

January started with many interesting developments and improvements within the Blackheath area and also a visit from the Premier of the Western Cape on Thursday the 24th of January 2013.  Helen Zille visited Happy Valley to celebrate the handover of keys to the proud and grateful recipients of 7 houses of the R185M Happy Valley Housing Project.

Happy Valley is now home to about 1500 families who currently live in shacks, with some of them having been on the housing waiting list for 26 years.  After the initial delay in the awarding of the contract due to an appeal process having to be followed, construction began in June 2012.

In November the first 70 families were handed their keys and moved into their new homes as the first Phase of the development was completed.  The City of Cape Town’s Housing Department hosted the event with Councillor Ernest Sonnenberg, the Mayoral Committee Member for Housing at the Helm.  The Mayor Alderman Patricia De Lille was also present at the event.

 

 

 

 

 

The City of Cape Town and the Provincial Government of the Western Cape have funded this development that was initiated in a partnership between the Blackheath City Improvement District, The City of Cape Town and the Western Cape Provincial Government.  The City and Province funded the R185M development, with 1452 houses planned for roll-out before December 2014.

Premier Helen Zille was quoted to say:  “This was an un-serviced informal settlement and people were cross, now I see these neat little houses with solar panels on their roofs.  It is wonderful because this is progress.”

 

 

 

 

 

 

Mayor Patricia De Lille was quoted to have said: “The City of Cape Town will continue to work hard to build integrated settlements for the 358 000 people on the Housing Waiting List.  People are coming into the Western Cape on a daily basis and it is not that we are failing to build houses… The population is growing and more and more people want houses.”

BCID News – November and December 2012

Welcome to the November / December 2012 issue of the Blackheath City Improvement District Newsletter.   So we are getting ready to say goodbye to 2012 already.  The year was filled with challenges and will no doubt continue to present some more difficulties as we near the shut-down period.  It seems that most businesses will close around the 14th of December and re-open on the 14th of January 2013.  Please read further to ensure that you brief yourself on Safety and Security before you go away on holiday this year.  We wish you a joyful and festive holiday period and hope that you come back safe and well in 2013.

November was an extremely busy month for us at the BCID, as we took on many cleansing projects, verge upgrades and installed new street names at all the intersections within the area amongst many other things.  Road works and verge levelling were seen throughout the area and the developments along Wimbledon Road were and continue to be a major highlight

October Security Report

October has seen a slight increase in crime within the local area, especially as far as burglaries are concerned.  Please ensure that you premises are secure when you leave the office at the close of business.  Please also ensure that your alarm is in a good working order and that you have it tested with your alarm response service regularly to ensure it is communicating effectively to the control room and armed response service.

At this time of the year leading up to the December period we always see an increase in Business related crime including burglaries, robberies and general theft.

PLEASE DO NOT HANDLE LARGE AMOUNTS OF CASH AT YOUR PREMISES.  DO NOT PAY CASH WAGES DURING THIS PERIOD.  DO NOT DRIVE AROUND WITH LARGE SUMS OF MONEY ON YOUR PERSON.  THIEVES OPERATE NEAR BANKS.  THEY OBSERVE YOU AND FOLLOW YOU TO YOUR DESTINATION.  THEY ARE ARMED AND DANGEROUS.  DO NOT PUT YOURSELF AT RISK!

October news for the Blackheath City Improvement District

October was an extremely busy month for staff of the Blackheath CID.  We had to move the Happy Feet Crèche to a new and temporary site to facilitate the development in the Happy Valley area.  We managed to do this over a two week period.  We then had to attend to the mowing all of the verges within the Industrial Area and then also do our usual street sweeping and cleansing throughout the area.  October saw a decrease in reported crime within the local area, both to St3 Security and the local SAPS, so I consider us to be very fortunate at this stage, considering the surge in crime throughout the Western Cape and compared with other Industrial areas in general.

 

 

 

 

 

 

The City of Cape Town were very busy within the area this month refreshing road markings, servicing our gravel verges and compacting them, repairing and reinforcing the water main at the four-way stop that has been on our projects list for about 6 years now, repair of pot-holes throughout the area and the servicing of Street Lights and culverts.  We had upgrades to electrical connections and various repairs to infrastructure due to vandalism and theft in the Blackheath.  The Strand Road or Van Riebeeck Road as it is also known is still under rehabilitation and we have the Blackheath Rail Crossing on the priority list for redesign.

 

 

 

 

 

 

As part of our Social Responsibility Program we are developing three sites within the new Happy Valley Area that have been identified for Early Childhood Development and we will achieve this in partnership with our benefactors.  If you would like to get involved or support this program in any way, please contact me.  We shall be very happy to receive you at our Grade “R” school and crèche where you will have the opportunity to see the beginning phase of this worthwhile cause in action.

 

 

 

 

 

 

 

October cleaning news

We managed to mow most of the areas throughout the Industrial area this month and followed up with litter picking and weeding throughout the area.  We attended to every street within the Blackheath CID footprint again this month and removed over 350 refuse bags of grass and dirt from the area.  There were several issues relating to illegal dumping again and we still need to catch the persons dumping tyres and vehicle bumpers and dashboards in the local area.

Please keep a lookout and call me immediately if you have any leads. This action is becoming very annoying for property owners and these large items are difficult and costly for us to remove. Please further remind your tenants that business should be carried out on their premises and not in the roadway or on verges. A clean industrial area welcomes visitors and investment to the local area.

C I T Y R E V I E W: News highlights from the City Council Meeting of 27 September 2012

APPROVAL OF FUNDING FOR MAMRE FESTIVAL, MITCHELLS PLAIN FESTIVAL AND CAPE TOWN GUN RUN

Council adopted a recommendation to approve funding for three events on the Cape Town events calendar, while a separate process is underway to review the City’s Events Policy. The primary aim of the review is to assess the selection and approval of event funding. In the interim, the City has received a number of ad-hoc event proposals and requests for funding. A large proportion of these requests have been for annual events that have traditionally enjoyed City support.

Council approved:

  • funding of R220 000,00 for services for the Mamre Festival;
  • funding of R110 000,00 for services for the Mitchells Plain Festival;
  • that the grant-in-aid for the Mitchells Plain Festival to the value of R110 000,00 be reviewed and rescinded, as it was felt that it would be more advantageous to support the event organiser with logistical arrangements;
  • funding of R50 000,00 for services for the Cape Town Gun Run.
